Deployment and usage of Change Request Form (CRF) on MCA-21 (V3)

The Ministry of Corporate Affairs (MCA) has notified stakeholders that the Change Request Form (CRF) is
now accessible on the Version 3 (V3) portal for the convenience of MCA-21 services users.

Understanding the CRF:

  • The CRF, available on the MCA-21 V3 portal, functions as a web-based tool designed for extraordinary situations when submitting a request to the Registrar of Companies (ROC) is necessary, addressing purposes that existing forms, services, or functionalities cannot accommodate at either:
    a) Front Office level (MCA-21 services users), or
    b) Back Office level (ROC).
  • The form should not be considered a replacement for any reporting, application, or registry obligations outlined in the Companies Act, 2013, and LLP Act, 2008. Requests made through this form for such purposes will not be entertained and are subject to summarily rejection.
  • Existing tickets and help desk facilities must be utilized for approval-related and registration-related
    inquiries, and this form should not be employed as a substitute for such queries.

Purpose and Timeline:

  • This form is primarily designed for purposes such as Master Data correction and compliance with
    specific directions from Courts/Tribunals, typically not achievable through the existing functionality
    of forms or services in the MCA-21 system.
  • The Form should be processed by ROC within 03 days of its filing, followed by forwarding to the Joint Director (e-governance cell), who shall process and decide the matter within a maximum time of 07 days.
